Arrgh.. this took three hours to finally reproduce and debug, when I should
have just
known the answer. Looks like we ignore the show_welcome_page and import_*
flags when
first run ui is set to be shown. This is the comment in the code:
// From here on we won't show first run so we need to do the work to set
the
// required state given that FirstRunView is not going to be called.
Carlos wrote it so I am ccing him. This looks like by design so I am going
to close
this.
