Not sure what problem this bug is reporting:
- We can not change the Start->Internet shortcut if user is not admin user.
- If user is not admin user we just register Chrome as http and https
protocol
handler and "make chrome default" button becomes disabled until you set
another
browser as default.
This behavior is by design.
