Follow up: I explored this nc=00000001 idea and it doesn't work or it makes the flow very complex due to the unexpected value of the cookie. Overall, you have determined that the problem is with the wrong cookie value used for 401/403 responses. I will like to point out how other browser behave here, as I think Chrome might end up doing the same thing. When a re-login is attempted either (without closing the browser) with the same credentials or other, except for Opera, the browser will clear the USERNAME/PASSWORD fields.
