by renderer can cause memory exhaustion and eventual browser crash.

Will start by adding a last-line defense in the browser, to drop new  
requests issued
by a renderer process if it already has too many outstanding. This will  
prevent the
browser memory exhaustion.

The subsequent issue is to tackle request queuing + throttling in the  
render process
