No, that's a completely separate issue.  That's a case where the minimum  
frame time
clamp differs in Firefox compared to all other browsers, causing images  
with frame
times below the others' clamp value to animate "faster" in Firefox than  
other
browsers.  This is effectively Working As Intended.

Choppy animation, tearing, and excessive CPU usage are all symptoms of a  
class of
real bugs that has indeed been fixed.
