New issue 7009 by mahaniok: copying non-Latin text and pasting into  
non-Unicode app results in question marks

What steps will reproduce the problem?
1. Open some non-Unicode text editor (e.g. download  
http://www.winedt.com/work/winedt56.exe, open it, create a new document).
2. Copy some non-Latin text from the web-page, e.g. "тестовый текст"
3. Paste it into the editor.

What is the expected result?
Text is pasted as-is.

What happens instead?
question marks ("???????? ?????") appear in the editor.

Please provide any additional information below. Attach a screenshot if
possible.

If I copy the text in FF, it then pastes without problems.
I use Windows Vista.
