New issue 7080 by Ben.Lings: Window frame on Vista is the same for  
foreground and background windows

What steps will reproduce the problem?
1. Load Chrome
2. Switch to another window (or click on the desktop)
3. Observe no change in the window frame

What is the expected result?

As with other windows: that the window frame will change colour and have a
different drop shadow when no longer the foreground window.

What happens instead?

There is no change to the window frame and drop shadow

Please provide any additional information below. Attach a screenshot if
possible.
