Looking at the screenshot, I understood why you are not entering in to search ui mode with tab. Do one thing: Visit finance.google.com once or couple of times. In a new tab, type part of the URL (eg: finan), you should be auto-completed to finance.google.com, that said you will notice the message at right side of the address bar "press tab to search blah..blah..."
