Ojan and I agreed to check whether navigations were suspended before trying
to toggle the state. That seems to
fix the failure and provide a reasonable solution for slow beforeunload
handlers.
Fix landed in r8826. (It unfortunately didn't fix all of the UI test
failures that are currently plaguing the tree, but
hopefully it helps.)
