The fact that the back button is disabled when clicking on the "Safe  
Browsing
diagnostic page" is as designed.
When you open a new tab with a malware page, then it is the only navigation  
entry for
that tab. As soon as you navigate away we remove that entry (so that users  
do not
come back to it).
Clicking the link causes a navigation and consequently becomes the only  
navigation
entry, making the back button disabled as there are no other entry to go  
back to.
