What needs to be done is to detect whether RTL support is enabled (assuming it's possible) when Chrome starts with UI language set to he or ar on non-He/non-Ar Win XP. If not, alert a user and fall back to English(?). IIRC, any language version of Vista comes with RTL, Complex scripts adn CJK enabled out of the box. (it may depends on the flavor of Vista or my memory may be totally wrong).
