The reason is that the 'OK' exists before the update message appears, and changing an existing button because of the appearance of a new button is weird (many people won't get the 'update available' text for a few seconds after the dialog appears. You could change it to 'Close' in both cases, I don't think anyone will care that the dialog says 'Close' instead of 'OK' in the up-to-date cases.
