No Issue 406 is not the issue. Actually I wonder if there is a problem with the chrome source tarball. Using aria2c, I downloaded the 431MB tarball. The tarball did not build because the src/third-party/cygwin was missing. Today when I started to download the tarball using chrome 1.0.154.46 it downloads fine and the tarball size is now 461MB . Perhaps the tarball hosting site was the issue. The size difference 431MB to 461MB and the fact that many directories were empty seem to suggest that may have been the case. I do not have a packet trace to prove my case.
