What steps will reproduce the problem?
1. start a new tab

What is the expected result?
the recently closed list should be longer
What happens instead?
only three items for recently closed list, while nine items for recent
bookmarks list.
Please provide any additional information below. Attach a screenshot if
possible.
Since bookmarked sites already exist in the bookmarks bar, there's
naturally less need to access the recent bookmarks feature, as those sites
are already readily available in the bookmarks bar. while the recently
closed sites are not available any where else. Naturally one is more likely
to want to recover certain recently closed site instead of wanting a list
recently bookmarked sites, when those bookmarked sites have their own
bookmark bar and management system.
