I have the same problem on my XP SP2.

All UTF-8 shows up as black dots. The obvious ones are the google labs on  
gmail. All
my 2-bytes Asian character (Chinese) document names and calendar items  
shared by
other folks show up as that.

Only google chrome as this problem, the rest of the system display UTF-8  
asian
characters correctly, including firefox, IE, safari (whichever version, as  
it's been
that way all along).
