New issue 7426 by [email protected]: EULA dialog checkbox selection does  
not "unset" usagestats flag if it is already set

What steps will reproduce the problem?
1. Run the installer with the usagestats=1 parameter in the install
arguments
2. Change master_preferences to contain the "require_eula" : true parameter
3. Run Chrome for the first time (deleting the first-run sentinel if
necessary), and when presented with the EULA, click "Accept and Run"
without clicking the check box.
4. Check the usagestats flag in the registry and the Options dialog -- it
is turned on.

The usagestats flag should be turned off, regardless of the parameters
passed to the installer.

(Work-around: do not pass usagestats=1 to the installer.)
