In the video, it is clear that you are in scrollable (down arrow key) mode  
towards
down- So if you try to scroll up using the wheel, then you will still be  
scrolled
down only: that is expected behavior.

But I see a known issue here with mouse position when it is middle clicked:
in the attached screenshot, blue and black Squares represent Up and down  
scrollable
areas respectively where as Red square with no scrollable area which is  
quite below
the original mouse pointer.

Actually blue area should be no-scrollable area.
In fact, if user clicks middle button (don't move the mouse at all) the  
cursor is
positioned at Red area which is quite below the original mouse pointer  
location.

This is a different bug, we need to file it separately.
Looks like we can close this.
