Blue rectangle (Flash <embed>) should be 100% the size of its containing div, and therefore have no scrollbar. What happens instead? Instead it has a scrollbar. Its height is equal to the whole document height, which can be verified using the inspector to look at the metrics. Please provide any additional information below. Attach a screenshot if possible. Same problem exists with the Google Earth Plugin <embed>.
