Sorry, but we're not doing the right thing.
Our algorithm does indeed take the "lines to scroll" setting into account,
but the
scaling factor is all wrong, and changed pretty dramatically some time
since 1.0.
Chrome now scrolls far less than any other system app, which feels busted.
