I'm not arguing against a dialog box; the user should definitely be warned  
when they
are closing the browser with non-resumable downloads in progress. The  
problem is the
suggested choices presented to the user in this dialog box: wait it out, or  
forget
about those downloads completely. Why so extreme? Why does this occur to  
people as a
sensible choice to force the user to make? It seems like extra work to  
remove those
incomplete downloads from the list, so why the jump to that solution? Give  
the user
the option to stop the downloads and start them again at a later time. If  
they can be
resumed, great. If they can't, then at least they don't have to go looking  
for them
again: they're in a convenient list, ready to be restarted.
