This is working as intended.
Chrome has the locale set to French, which would put French at the top of
the accept-
language list. MSDN uses the accept language by default to determine its UI
language.
To change the accept language list, go to Options > Minor Tweaks > Change
font and
language settings. Click languages tab. Use Add, Move Up, and Move Down to
change the
languages you want to see and the priority order.
