5632 appears to be entirely unrelated to this problem. On first glance it
looks like
these items should be enabled and the other bug you link to isn't about
whether the
commands are enabled or not. This is not intended and is a regression. I
don't have a
working windows build right now, though, so I can't check this out for
myself.
