Nevermind... this is broken for windows 7 and windows 2008.
r9694 broke things by returning specific values from
win_util::GetWinVersion() for
Windows >= 6.0 (Windows 7 = 6.1). The installer checks explicitly for Vista
or XP.
I'll change that to check for > XP SP1.
