I have confirmed that this issue also happens for Chinese, Korean,
Russian, so
should be any non-English pages.
Test on:
Chrome 2.0.164.0 (Developer Build 9943) & IE7
English XPSP3 without any locale change
Simplified Chinese XPSP2
