What version of Gears are you running? In Chrome window, you can go to
gears.google.com and it should tell you the version (or you can type
about:plugins
and look for Google Gears)
There's been an issue reported internally with the the same error message
(Failed to
enable local store) that you are seeing. See b/1414054
They have gotten around the issue by disabling themes in gmail. Are you
using themes?
