To reproduce this issue, we need to create application shortcuts from a
profile
window, you will see application cannot be launched correctly after click
the
shortcuts on the desktop.
Reproduce on:
2.0.165.0 (Developer Build 10094)
2.0.164.0 (Official Build 9941)
