Still reproduces in Chromium 2.0.165.0 (Developer Build 10104).
However, the results from steps 4 through 6 above are slightly different
(see attached
screenshots):
4. Popup window shows content, but also shows both vertical and horizontal
scrollbars

5. Maximized popup shows content, but also shows both vertical and
horizontal scrollbars

6. Restored window shows the same: shows content but overlapping both
vertical and
horizontal scrollbars (ChromeYubotu_scr3.jpg from original post)
