The above webpage uses frames, and clicking the picture to view the large  
version
loads the large picture inside the frame.  As far as I know, image  
autoscaling will
not activate in such a case.

Image autoscaling activates when loading just a picture resource, ie. the  
image is
the only thing loaded in the tab.  If you right-click the picture and  
select Open
Image In New Tab, the large picture will open in a new tab and will be  
autoscaled,
with the plus/minus magnifying glass available.
