Only browser windows (web content) are supposed to be eligible for
fullscreen mode.
The inspector window is technically just a popup showing a particular
custom URL,
which means it can be made fullscreen right now. If we want to make the
inspector
feel more like "chrome UI", we should disable this. It doesn't seem very
important
to me. We should not (IMO) make the the bookmark manager, options dialog,
etc.
eligible for fullscreen mode.
