What steps will reproduce the problem?
1. When re-install Chrome, bookmarks imported from IE are duplicated in the
same folder rather than being overwritten rightly.
2. When manually import favorites from IE, bookmarks also can not be
overwritten rightly.

What is the expected result?
When re-install Chrome or imported from IE, firefox, etc., THE SAME
BOOKMARKS can be overwritten rightly with user's confirmation.
What happens instead?
Please provide any additional information below. Attach a screenshot if
possible.
By now, all versions of Chrome have the same bug. Pls fix it in the next
version!
