According to viewvc r3760 is the correct change:

I just double checked and base/sys_string_conversions_unittest.cc is indeed
enabled on os x, looking at
base/base_unittests.scons it looks like it isn't enabled on Linux yet.
Changing status back to available pending Linux bringup.
