What steps will reproduce the problem?
1. Create an "Application shortcut" in Windows 7
2. Open two different applications (e.g. Chrome and gmail)

What is the expected result?
The two different applications should have different taskbar buttons

What happens instead?
Both applications are grouped under a single task bar button

This is very straightforward to fix, simply call this function for each
toplevel process:
