Update:
When drag PDF file into Chrome:
Non-English file name are escaped only in tab title, Omnibox can show
correct file
name.
When drag txt file into Chrome:
Non-English file name are escaped in both tab title and Omnibox
Checked on latest trunk 2.0.168.0 (Developer Build 10800), please refer to

attached.
