What steps will reproduce the problem?

1. Open a page, such as http://www.cnn.com
2. Select a block of text and/or graphics.
2. Right-click on content area to bring up context menu.
3. Select "Inspect element" from menu.
4. Close Inspector.

What is the expected output?

No effect on page rendering.

What do you see instead?

One or more page elements are outlined and tinted light blue. Sometimes the
whole page is affected.  The affected areas can't be returned to normal
without a page refresh.
