Yeah, we are breaking the Windows standard drag-and-drop functionality
here. The
application you hover over in the task bar while hovering should come to
the foreground.
Consider the following use case:
1. Open Chrome
2. Open Firefox
3. Maximize Firefox
4. While Firefox is maximized, drag a tab out of Firefox and hover over
Chrome in the task
bar
(Chrome comes to the foreground)
5. Drop the tab into the Chrome tabstrip.
This results in the tab being opened in the Chrome tabstrip.
If the transfer is going in the other direction (from Chrome to Firefox) or
between two
Chrome windows (as mentioned above), this breaks at step 4.
