What steps will reproduce the problem?
1. Go to a bogus site, or a site not responding

What is the expected result?
A normal "Site not responding or a 404 error"
What happens instead?
Ugly popup box appears with options on Wait or Close
Please provide any additional information below. Attach a screenshot if
possible.
This is a regression for Chrome, popup boxes, I think we see enough of them
as it is, we don't need more
An alternative solution could be to make a line appear underneath the
address bar toolstripe, a small line with discrete options, popups with
options and information is nothing less than irritating.
