New issue 8464 by michael.monreal: Scrollbar is missing right/bottom pixels

Chrome Version : trunk on Linux
The new scrollbar is one pixel short, it misses the pixels on the far right
(vertical scrollbar) or on the bottom (horizontal scrollbar).
Screenshot also shows a strange rendering bug which happens as soon as I
trigger the screenshot... :/
