Same here. I have TMP and TEMP variables generally set to D:\Temp (joggling  
with low
space on C:\ on this old laptop), and update has been failing until I've set
environment variable TMP to the default "C:\Documents and  
Settings\MyUsername\Local
Settings\Temp".

After doing that, install went fine.
