I believe the problem with Offline Gmail and Themes is not specific to Chrome. In Gmail, when you enable Offline mode, making changes to certain settings (themes, other labs projects, etc...) there is usually a warning letting you know that since you are in Offline mode, it may take a while for the settings to display.
