New issue 8527 by rots00: No tab context menu with one tab

OS: Windows 7
What steps will reproduce the problem?
1. Open Chrome with one tab
2. Right click on the tab name
What is the expected result?
Opens tab context menu with options like "New tab"|"Reload"
"Dublicate"|"Close tab" etc...
What happens instead?
Windows context menu appears with options "Restore" "Move" "Size"
"Minimize" etc...
It doesn't matter whether the window is maximized or not.
