Trunk and Dev channel builds issue, OK on Stable build.

Build: 2.0.170.0 (Developer Build 11249)
        2.0.169.0 (Official Build 11238)
    OS: Any

Other Browsers:
       Safari4: N/A
WebkitNightly: N/A
  Firefox3.0.7: N/A
           IE8: N/A

Steps:
1. Launch Chrome on a machine without Adobe flash player installed
2. Go to http://www.sina.com.cn/
3. Observe

Result:
1. "Install plug-in" infor bar doesn't show up
2. "No plugin available to display this content" is not clickable

So, there is no way to install flash plug-in from Chrome

Expected:
"Install plug-in" infor bar should show up, click the button on it should
start install plug-in

Notes:
Not sure since when, it has already broken on Dev channel build 2.0.166.1
