I would vote against taking language from OS. First, people do not switch layouts when switching from English to French. Really. Second, if we use two languages with different alphabets, for example, English and Russian, it is so nice to use custom combined layouts where two sets are joined into one layout and CapsLock is used as modifier (yes, Windows supports that). From OS point of view it will be one language. So some alternative switchers can be broken. Third, what about clipboard? We can have mixed text in it.
