I had the same problem as Teebs85, and it was only from opening up Chrome, nothing exceptional has happened that I could attribute the change to on my end. Basically it's a smaller window (about a quarter of the size of your average screen) and it comes up with html coding. When I clicked on the coding it made gmail (the first window I opened) go sepia in colour, and when I left the code alone it would go back to it's normal shading. I think I may have got rid of it by opening Google Chrome's task manager (which I didn't even know existed) and selecting "End Task" for it. I had to close gmail too, but I have three new windows open and no "inspector" one.
