If you drag a tab "[away] from" the tab bar, of course it will open/create  
a new
window.  That's the design of Chrome tabs since the original release.  As  
long as you
don't move your mouse too much up or down, then the motion is still  
detected as
left/right only and you can switch the position with other tabs.

I don't think I see a bug here?
