Seeing the same behavior. This is very inconvienient for developers working on occasionally connected laptops. Reproduced on Windows Vista 64 SP1 & Windows Vista 32 SP1. Only fails when no network connections are active. I'm also seeing very slow behavior in chrome when connected to a local site when I am connected to a network. This is much more apparent when I'm using my slower 3G Verizon connection instead of a Wireless G adapter or LAN connection. Work around: Install the Microsoft Loopback network adapter driver via the Device Manager.
