I saw this issue once, but I couldn't get a screenshot because I have
already
upgraded to 1.0.154.53 (Official Build 11798).
I think the steps should be:
1. Install Dutch Chrome from http://www.google.com/chrome
2. When there is new Chrome version, click "About Google Google" menu
3. The message which prompts user that there is new version available is
truncated
