Chromium team generally doesn't develop on branches, instead preferring to hide new features behind command-line flags. However, in this case, the conversion to HTML had to happen by default on trunk because it was something the porting (Linux/Mac) teams depended on - we couldn't have Windows NativeUI in our tree without causing them significant pain.
