Safari has a different security policy for file URLs. In Safari, they are
all-
powerful and can access every other frame. We think that's too dangerous
and
restrict them to accessing only other file URLs (in this case, in
particular, not
data URLs).
So, is it a bug? That's hard to say. It's more of an intentional
difference in
