New issue 9251 by rockmfr: Incorrect anchor scrolling when using
position:fixed

Other browsers tested:
Firefox 3.1b4: OK
IE 7: OK
Opera 9.63: OK
Steps to reproduce:
1. Open attachment testcase.htm
2. Click the "Top" link repeatedly
Expected:
It should scroll to the top of the page.
Actual:
It scrolls down 10px each time.
Additional information:
The issue only occurs when the anchor is empty and when the "Top" link has
a fixed position.
