New issue 9279 by january.weiner: "New Tab" doesn't work

   Add OK or FAIL after other browsers where you have tested this issue:
      Safari 4: OK
   Firefox 3.x: OK
          IE 7: OK
          IE 8: OK

What steps will reproduce the problem?
1. Start chromium
2. Press "Ctrl-t" or select "New Tab" from menu.


What is the expected result?
A new tab opens. Tab toolbar is visible and allows to navigate between
tabs.

What happens instead?
A new window opens and replaces the previous contents. There is no tab
bar. Navigation between tabs is not possible.


Please provide any additional information below. Attach a screenshot if
possible.

I attach a screenshot (no tab navigation bar visible) and the STDERR log
file. The log file was produced as follows:

1. start chromium browser with
     chromium-browser 2> chromium-log.txt
2. press "ctrl-t
3. select "exit" from the menu
